Instead, you will rule from the shadows and compete with other factions for control points that represent leadership of a military, economic and political region. Enact your will through an assembly of politicians, scientists, and workers sent around the world (and even into space). The initial capabilities of these councils will be improved by gaining experience and controlling powerful organizations such as intelligence agencies or wealthy corporations. A veteran commander can make the perfect choice to lead a tactical team under the direction of the council, while a skilled diplomat works to secure the funds needed to resist the alien invasion.
