Attacking forces may have to take the first camp before they can successfully hit the city center.

The game’s technology tree, now known as the active research system, has also been modified to help increase technological research if the player has access to improvements or adequate resources. Technologies based on access to water, such as navigation, would be limited if the player started in the middle of a continent. A new feature called Eureka Moments is able to increase the player’s progress toward certain technologies after completing specific tasks; for example, the location of a minefield contributes to the technology of the military tradition. Previous iterations of the game were considered difficult to win if the player decided to pursue a cultural victory. To balance the game toward cultural victories, a new Civics tree is introduced.

The Civics tree transferred the cultural enhancements that were previously part of the Technology tree from previous Civilization games to a separate mechanic. The culture gained from cities is used to build on the Civics tree in the same way that Science in Cities builds the tree of Technology. Completion of certain civic activities will then unlock policies or policy books for the player’s government. In the Sixth Civilization, the government is defined by placing appropriate and available policies in a number of slots divided into military, economic, diplomatic, and meta characteristics categories. Policies define impulses or limitations for civilization. Policies can be changed for free upon completion of a single Civic or at a low cost at any other time, allowing the player to adapt to a new situation as needed, according to lead producer Dennis Shirk.
